This master’s thesis titled “Barriers to Confidence-Building Measures in the Cyprus Problem” aims to analyze Confidence-Building Measures (CBMs) that aim to minimize the environment of distrust between the Turkish Cypriot and Greek Cypriots living in Cyprus and motivate the parties for the establishment of sustainable peace. The conflicts between 1963 and 1974 in Cyprus and the subsequent issue of missing persons have been significant factors deepening the distrust between the communities. Similarly, communication deficiencies and distrust caused by prolonged migration and closed border crossings have also made the solution to the problem more difficult.
This thesis examines the barriers to Confidence-Building Measures. The study investigates why many CBMs cannot be implemented, whether these proposals fundamentally serve the purpose of building trust, and evaluates the obstacles faced by CBMs. By focusing on these issues, it aims to contribute to the solution of the Cyprus Problem.
Based on the existing research in the literature, this thesis provides an analytical framework on confidence-building measures. It also evaluates the effects of the current atmosphere of distrust in Cyprus and its impact on the solution process. The findings of the thesis have the potential to provide guidance for policymakers and relevant stakeholders involved in the negotiation process of the Cyprus Problem.
This thesis could be an important step towards rebuilding trust and achieving reconciliation among the communities in Cyprus. Confidence-Building Measures are crucial tools to promote mutual understanding, enhance communication, and establish the necessary environment of trust for a shared future.

“Kıbrıs Sorunu’nda Güven Yaratıcı Önlemlerin Önündeki Engeller” başlıklı bu yüksek lisans tezi, Kıbrıs’ta yaşayan Kıbrıslı Türk ve Kıbrıslı Rumlar arasındaki güvensizlik ortamını en alt düzeye çekmeyi ve sürdürülebilir barışın sağlanması için tarafları motive etmeyi amaçlayan Güven Yaratıcı Önlemleri (GYÖ) analiz etmeyi hedeflemektedir. Kıbrıs’ta 1963-1974 yılları arasında yaşanan çatışmalar ve sonrasında ortaya çıkan kayıp şahıslar sorunu, toplumlar arasındaki güvensizliği derinleştiren önemli faktörler olmuştur. Aynı şekilde, göçlerin ve sınır kapılarının uzun süre kapalı kalmasının yol açtığı iletişim eksiklikleri ve güvensizlik de sorunun çözümünü zorlaştırmıştır.
Bu tez, GYÖ’lerin önündeki engelleri incelemektedir. Çalışma, neden birçok GYÖ’in uygulamaya konulamadığını, bu önerilerin temelde güven inşası amacını taşıyıp taşımadığını ve GYÖ’lerin karşılaştığı engelleri değerlendirmektedir. Bu sorunlara odaklanarak, Kıbrıs Sorunu’nun çözümüne katkıda bulunmak amaçlanmıştır.
Tez, literatürde mevcut olan araştırmalara dayanarak, GYÖ’ler konusunda analitik bir çerçeve sunmaktadır. Ayrıca, Kıbrıs’taki mevcut güvensizlik ortamının etkilerini ve bunun çözüm sürecine olan etkisini değerlendirmektedir. Tezin sonuçları, Kıbrıs Sorunu’nun çözümüne yönelik politika yapıcılar ve ilgili paydaşlar için rehberlik sağlama potansiyeline sahiptir.
Bu tez, Kıbrıs’taki toplumlar arasında güvenin yeniden inşası ve uzlaşının sağlanması için önemli bir adım olabilir. GYÖ’ler, karşılıklı anlayışı teşvik etmek, iletişimi artırmak ve ortak bir gelecek için gerekli olan güven ortamını oluşturmak için önemli bir araçtır.
